Dr. Sanda Kaufman is Professor of Planning, Public Policy, and Administration at the Maxine Goodman Levin School of Urban Affairs, Cleveland State University. She directs the MA in Environmental Studies and the MS in Urban Studies programs. Her research spans: collaborative planning, negotiations in environmental and other multi-stakeholder public conflicts; social-environmental systems resilience; dynamic modelling of complex processes, program evaluation; and negotiation pedagogy. She collaborates with scholars in planning, public administration, law, physics, management, statistics, and geography, and with practitioners of planning and conflict management. She has mediated small claims disputes, designed dispute resolution systems and mediation training materials, worked on organizational conflict management, and facilitated community consensus building. Her articles have been published in the Journal of Planning, Education and Research; Journal of Architectural Planning and Research; Cityscape; Environmental Practice; Evaluation and Program Planning; the International Journal of Conflict Management; Journal of Dispute Resolution; the Negotiation Journal; Negotiation and Conflict Management Research; Conflict Resolution Quarterly; Applied Network Science; Négociations; Physica A: Statistical Mechanics and its Application; Entropy; International Journal of Economic Development; Planning Theory and Practice; Policy and Complex Systems; Public Works Management and Policy; Hamline Journal of Public Law and Policy; and Fractals.
Dr. Joanna P. Ganning
Associate Dean for Faculty Research, Development, and Administration

Dr. Joanna P. Ganning is the Associate Dean, an Associate Professor of Urban Planning and Economic Development, and the Master of Urban Planning and Development Program Director at the Maxine Goodman Levin School of Urban Affairs at Cleveland State University. Dr. Ganning holds a PhD in Regional Planning from the University of Illinois Urbana-Champaign. She serves as the Economic Development co-track chair for the Association of Collegiate Schools of Planning, and outside academia, she serves on the City of Shaker Heights Planning Commission and Board of Zoning Appeals. Dr. Ganning's research uses quantitative methodologies to study contemporary US communities marginalized by geography, decline, or economic status to promote development that raises the standard of living for everyone. Over the past three years she has led the Levin Faculty Working Group on Regionalism, a research effort focused on planning and governance choices amid decline.
Dr. Meghan E. Rubado
Assistant Professor

Meghan E. Rubado, PhD, Political Science (Temple University), is an Assistant Professor at the Maxine Goodman Levin School of Urban Affairs at Cleveland State University. She studies urban politics and local governance, with particular interests in the politics of local government fragmentation, urban services delivery, the decline of local news media, and environmental policy. Dr. Rubado’s work has appeared in peer-reviewed journals: Administration & Society, Urban Affairs Review, Policy Sciences, Public Administration Review, Publius: The Journal of Federalism, and State and Local Government Review, and edited volumes: Legacy Cities: Continuity and Change amid Decline and Revival and the CQ Press Guide to Urban Politics and Policy in the United States. She began her career in academia after working for several years as a newspaper reporter in New York, where she most recently covered Syracuse City Hall.

Michael is the founding President and CEO of Growth Opportunity Partners (Growth Opps), a Small Business coaching and lending community financial institution. Growth Opps provides capital to small and mid-size businesses, management consulting, and advisory services to support the growth of companies and the development of management teams. Growth Opps has a particular focus on impact in low and moderate-income communities.
Michael brings a wealth of knowledge to Growth Opps to include the areas of healthcare consulting, tax, wealth management, small business/commercial, finance, credit, and risk management, municipal and non-profit finance, and strategic planning. Prior to creating Growth Opps, Michael worked for established and respected leaders in the financial services industry including KPMG, Morgan Stanley, National City Bank and KeyBank.
Michael’s past Board leadership includes, Chairman of the Boards of Our Lady of the Wayside and The Greater Cleveland Film Commission, and Board Member for The American Red Cross. Michael currently serves in various Board capacities: Cleveland Rape Crisis Center (Corporate Secretary), Cleveland State University Maxine Goodman Levin School of Urban Affairs Visiting Committee, Cleveland State University Foundation, Destination Cleveland, Cleveland/Cuyahoga County Workforce Development, Karamu House (Vice Chair), College Now, and Growth Opportunity Partners (Growth Opps). Michael’s corporate Board responsibilities include shaping strategy and governance as trustee for Westfield Bank, a $1.7B full-service bank and financial institution located in Westfield, Ohio. Michael also serves on the ALCO and Board Loan Committees for the bank. In addition, Michael serves on the corporate Boards of NRP Group, a national commercial real estate developer, builder, and property management company, and Taylor Oswald Insurance.
Michael earned his Bachelor’s Degree from Ashland University in Business Administration with a focus in Finance and a minor in Spanish. Michael later obtained several licenses with the Securities and Exchange Commission (SEC). Married for nearly 25 years, Michael, enjoys spending time with his wife and children, in addition to travel and golf.
Maribeth Feke, AICP
Director of Programming and Planning
Greater Cleveland Regional Transit Authority
Ms. Feke is the Director of Programming and Planning at the Greater Cleveland Regional Transit Authority. Ms. Feke has been instrumental in creation of strategic alliances and partnerships within the RTA service area. Existing projects include the completion of an RTA Strategic Plan through 2030, W. 25th street TOD plan, and new mobility transportation projects.
Ms. Feke holds an MBA from Case Western Reserve University and a BA from Cleveland State University. She is active in several local development corporations including the Chairman of the Historic Warehouse District Board of Trustees, a Trustee of the West Creek Conservancy, and a Director of Northeast Ohio Advancing Women in Transportation Symposium (WTS). She is also an active member of the Local Chapter of the American Planning Association as an AICP. She serves on several NOACA governmental bodies including Transit Counsel, Transportation Committee, and Air Quality Sub-Committee.
Grace Gallucci
Executive Director
Northeast Ohio Areawide Coordinating Agency
Grace Gallucci is the Executive Director for the Northeast Ohio Areawide Coordinating Agency, the Metropolitan Planning Organization (MPO) for Greater Cleveland, responsible for transportation and environmental planning, as well as resource allocation in the five-county region.
Ms. Gallucci has nearly thirty years of finance and planning experience in the field of transportation. Her prior posts include working for the Chicago Regional Transportation Authority where she held the titles of Deputy Executive Director and Chief Financial Officer, responsible for the Finance and Performance Management functions, as well as those of the department of Research, Analysis and Policy Development. She also held the positions of Director, Office of Management and Budget, and Director of Finance for the Greater Cleveland Regional Transit Authority. She started her career in transportation as an analyst for the Office of Transportation, Broward County, Florida.
Ms. Gallucci has been an adjunct professor at Cleveland State University, Kent State University, the University of Illinois at Chicago and Northwestern University, teaching courses in public finance, economics, public policy and transportation management. Ms. Gallucci holds a Master of Science in Urban Studies from the Maxine Goodman Levin School of Urban Affairs at Cleveland State University, and both a Master of Public Administration and a Bachelor of Science in Business Administration from the University of Dayton.
Ms. Gallucci has been the chair of the Northeast Ohio Sustainability Communities Consortium since 2013, receiving the Daniel Burnham Award for best comprehensive plan from the American Planning Association, its highest honor.
She is active in various professional organizations including currently serving as chair for the Ohio Association of Regional Councils. She has served on research panels for the Transportation Research Board of the National Academies of Science and has been appointed by the US Department of Transportation Secretary to serve on its Transportation Review Advisory Committee for Safety. She has received many honors including being named one of Crain’s Business “Women of Note” and “40 under 40”, and receiving the distinguished alumni award from Cleveland State University’s Maxine Goodman Levin School of Urban Affairs.
Earl M. Leiken

Mayor of Shaker Heights, 2008-2018
Earl Leiken is a Senior Fellow at the Maxine Goodman Levin School of Urban Affairs. During his term as Mayor of Shaker Heights, the City created a successful financial plan which overcame a crisis due to the 2008-2009 recession and a loss of state funding, achieved the development of the Van Aken project, a new residential, retail and commercial center for Shaker, created a major infrastructure improvement plan, developed a revitalization project for neighborhoods affected by the foreclosure crisis and created a new regional police and fire dispatch center with four other communities. Prior to serving as mayor, Mr. Leiken was a member of the Shaker Heights School Board and Shaker City Council and was a partner in the law firm of Baker & Hostetler. He has served as an adjunct faculty member at Cleveland State and Case Western Reserve laws schools and was an Associate Professor of Law and Assistant Dean at CWRU. He has assisted in courses at the Levin School and has taught a course on American Local Communities and Their Challenges at CWRU’s Siegal College.
Michael P. Summers

Mayor of Lakewood, 2011-2019
Mike Summers served as the Mayor of Lakewood from 2011 through 2019. During his nine years as Mayor, he served on the Board of the Northeast Ohio Areawide Coordinating Agency (NOACA) which allocates $40 million per year of federal and state transportation, air and water quality investments. He served for three years as Chair of Cleveland’s First Suburbs Consortium which is comprised of the seventeen cities that are contiguous to the City of Cleveland. He also served on the Board of the Cuyahoga County Landbank. He was awarded the National Environmental Achievement Award by the National Association of Water Councils for his work towards the Clean Water Act compliance for the city of Lakewood.
Prior to becoming Mayor, Mike Summers was elected to Lakewood City Council in 2007 to represent Ward 3. He also served eight years on the Lakewood Board of Education, including service as President in 1999 and 2003. He served as President and owner of Summers Rubber Company, Cleveland, Ohio for 32 years. Summers Rubber Company is an industrial distribution company specializing in hose, fittings, and sealing products for the durable goods manufacturing, chemical, and construction markets. He serves as a member of the Board of Directors of First Federal Savings and Loan Association of Lakewood. He was appointed by Governor Taft to serve as Chairman of Ohio’s Workforce Policy Board from 1999 to 2003.
Mike Summers is a graduate of Lakewood High School, Class of 1972. He earned an MBA from Northwestern University’s Kellogg School of Management, and a BA from Wittenberg University, Springfield, Ohio.

Dr. Robert (Bob) Gleeson serves as Albert A. Levin Chair of Urban Studies and Public Service at the Maxine Goodman Levin School of Urban Affairs at Cleveland State University, and served as Interim Dean of the Maxine Goodman Levin School of Urban Affairs for the 2015-2016 academic year. He served most recently as Adjunct Professor of Ethics, History, and Public Policy at Carnegie Mellon University and Vice President of Policy Research and Thomas C. Sutton Chair in Policy Research at the Public Policy Institute of California.
Other previous positions include Director of the Center for Governmental Studies at Northern Illinois University, Co-Director for North and South America of the PASCAL International Observatory, Associate Professor of Management and Public Policy at Duquesne University, Initial Director of the Pittsburgh Robotics Initiative, Founding Executive Director of Carnegie Mellon’s Center for Economic Development, Director of Economic Development for the Pittsburgh High Technology Council, Capital Planner for Allegheny County government, and Management Consultant for the Blue Cross and Blue Shield Association.
Dr. Gleeson earned a PhD in History and Policy at Carnegie Mellon University in 1997. He also earned a Master’s degree in Public Policy from Harvard University’s John. F. Kennedy School of Government in 1982 and a Bachelor of Science degree in Applied History and Management from Carnegie Mellon in 1980.
Dr. Miron Kaufman
Professor, Co-director of CSUTeach, and Founding Director of Medical Physics
Physics Department, College of Sciences and Health Professions, Cleveland State University
Dr. Kaufman has joined Cleveland State University in 1985 and is full professor since 1995. From 2000 to 2012 he chaired the Physics Department. Under his leadership, the CSU physics programs have achieved national rankings. The MS in Physics program is in the "strongest professional programs" category according to the April 2005 American Institute of Physics report. In collaboration with the Cleveland Clinic, he has developed a professional MS program in Medical Physics that has been accredited by the Commission on Accreditation of Medical Physics Educational Programs. He has significantly strengthened the undergraduate and graduate physics programs by building a stateoftheart computer lab, by modernizing the teaching and research laboratories, and by recruiting five faculty and a lab manager. He has updated the curriculum through new courses (e. g. Environmental Physics, Computational Physics, Statistical Physics, Modern Physics Laboratory) and through novel pedagogy that emphasizes the unity of the experimental, computational and theoretical facets of physics (e. g. laboratories and computational projects are incorporated in the lecture courses).
Dr. Kaufman's research in statistical physics covers topics in: superconductivity, magnetism, multicritical points, liquids, polymers and hierarchical and fractal lattices. Since 2007 he has been collaborating closely with Professor H. T. Diep, Université de CergyPontoise, Laboratoire de Physique Théorique and Modélisation, on the statistical mechanics of solids with defects. For the last dozen years he has also collaborated on several National Science Foundation and National Institute of Health funded research projects at the interface of statistical physics with cognitive science, health science, urban studies, and engineering. His publications have been referenced 1,600 times and their Hirsch index is 23.
Hunter Morrison

Hunter Morrison is a Senior Fellow at the Maxine Goodman Levin School of Urban Affairs at Cleveland State University. Formerly, he served as the Director of the Center for Urban and Regional Studies at Youngstown State University. In this role, he advised the president on the Youngstown State campus plan. Prior to this he was Director of the Cleveland City Planning Commission and was responsible for Civic Vision 2000, a $3 million initiative that resulted in the comprehensive updating of the City’s Downtown Plan, Citywide Plan, and Zoning Code. Civic Vision received the 1992 American Planning Association National Planning Award for Comprehensive Planning. He holds degrees in City Planning and Political Science from Yale College, City Planning from the Harvard Graduate School of Design, and Business Administration from Cleveland State University. He has taught at the Harvard Graduate School of Design and at Cleveland State.
Dr. Mark J. Salling, GISP

Northern Ohio Data and Information Service (NODIS), Maxine Goodman Levin School of Urban Affairs, Cleveland State University
Dr. Mark J. Salling is a Senior Fellow and Research Associate in the Maxine Goodman Levin School of Urban Affairs. At the university since 1981, he has served as the Director of the College’s Northern Ohio Data & Information Service (NODIS). He holds a B.A. and Ph.D. in Geography from Kent State University and an M.A. in Geography from the University of Cincinnati. While semi-retired, he stays active in research and public service.
Dr. Salling has been active in the Urban and Regional Information Systems Association (URISA) since 1982, is a past board member, twice a recipient of the Association’s service award, and was the editor of the URISA Conference Proceedings for 19 years. Until 2017, he served as a member of the Core Committee of URISA’s GISCorps, which matches GIS professionals to volunteer opportunities in underprivileged communities and for humanitarian projects, particularly in developing countries. Dr. Salling was formerly Chairman and Key Person for the Cleveland Census Statistical Areas Committee and served on the Council of the Ohio Geographically Referenced Information Program (OGRIP), representing higher education.
Dr. Salling has authored papers dealing with Geographic Information Systems (GIS), public participation GIS, voting rights, redistricting, poverty, residential mobility, environmental equity, demography, computer applications in planning, and data dissemination. He has taught courses on GIS, urban geography, statistical and computer methods, and demography. He continues to teach GIS workshops and is a certified GIS Professional (GISP) by the Geographic Information Systems Certification Institute (GISCI).
