Cleveland Mayor Justin Bibb Appoints Levin Graduates to Leadership Positions in City of Cleveland
Congratulations to our Levin graduates who have been appointed to leadership positions in the City of Cleveland by Mayor Justin Bibb.
Bradford Davy (MS '14)
Chief Strategy Officer and Senior Advisor
Bradford Davy serves as the Chief Strategy Officer and Senior Advisor to Mayor Bibb. His role includes helping Mayor Bibb fulfill his campaign promises concerning racial equity, the development of the West Side Market, and advancing arts and culture throughout the city.
Davy has been an International Project Manager for Camcode Global, a Research and Policy Analyst for the Center for Community Solutions, and most recently served as the Director of Regional Engagement at The Fund for Our Economic Future. While with The Fund for Our Economic Future, Davy was central in developing OpportunityCLE, a project dedicated to identifying and promoting social enterprises within federally classified Opportunity Zones that prioritize social good as an outcome of successful business.
Davy shares that he is dedicated to economic equity, particularly for marginalized residents of Cleveland.
Ricardo Léon (MS '15)
Senior Strategist for Equity
Ricardo Léon has been appointed as Senior Strategist for Equity for Mayor Bibb. Léon has been serving as the Executive Director at the Metro West Community Development Organization since 2017, when he took the position as the youngest director of a Cleveland community development corporation. His work in the westside neighborhoods of Stockyards, Clark-Fulton, and Brooklyn Centre has built him a reputation for authentic community engagement, as well as leading successful initiatives around housing and economic development.
Léon has been key in working with Cleveland councilmembers and MetroHealth to implement a landmark $1 billion transformation of the MetroHealth Medical Center in a manner that uplifts the neighborhoods it serves. Among other things, his efforts have contributed to a multi-faceted $60 million development planned in the Clark-Fulton neighborhood that includes seventy-two affordable apartments, a year-round incubator space for Latino entrepreneurs, access to higher education, and other community services.
A native of Puerto Rico, Léon grew up in the Stockyards neighborhood, which he says is a key component of his work that helps him center the experiences and voices of residents he serves.
Joyce Pan Huang (MUPDD '16)
Planning Director, City of Cleveland
Joyce Pan Huang has been appointed to serve as the Planning Director for the City of Cleveland by Mayor Justin Bibb. As the Planning Director, Huang will be involved in overseeing the development of city plans and development projects as a part of the city planning commission.
Huang most recently served as the Vice President of Community Development at MidTown Cleveland, a community development agency that provides services to the MidTown community. Huang has been involved in several major projects during her time at MidTown, having helped advance art and culture with the Cleveland Walls mural project, contributed toward the development of a new vision for the East 66th Street areas in the Hough neighborhood, and provided leadership for a neighborhood strategy in AsiaTown. She was central to the design of MidTown's master plan that will redevelop the eighty-five blocks between downtown Cleveland and the Cleveland Clinic.
Huang's family hails from Taiwan, and she shares that she is proud of her Asian heritage. Huang has been an integral part of Stop Asian Hate, a social movement born out of response to heightened racial discrimination against Asian-Americans during the COVID-19 pandemic. She is the first woman and Asian-American to hold the position of planning director in Cleveland's history.
Paul Patton (MPA '96)
Chief Human Resources Officer, Mayor's Cabinet
Paul Patton has been appointed to Mayor Justin Bibb's cabinet as the Chief Human Resources Officer.
Patton has a wealth of experience in human resources, labor relations, operations, government affairs, and communications. In addition to executive leadership with The MetroHealth System and service to the former Mayor of Cleveland, Michael White, Patton has served as the Senior Advisor to the President at The Ohio State University, the Vice Chancellor and Chief Human Resources Officer at the State University of New York, and an adjunct faculty member at both CSU and the University of Akron.
Patton, a proud Cleveland native, has lectured internationally and earned the Excellence in Graduate Teaching Award from CSU.
