Levin College Remembers Dr. Floun'Say Caver

The Levin College of Public Affairs and Education mourns the passing of Dr. Floun'say Caver, a 2000 graduate of the Master of Public Administration program and former part-time faculty member.

Dr. Caver maintained strong connections to Levin College throughout his career. He previously served on the College's Visiting Committee, received the Outstanding Fellow Award from Levin College's Leadership Academy in 2009, and was a 2015 CSU Distinguished Alumni Award honoree. 

He also had a distinguished career in public service with the Greater Cleveland Regional Transit Authority, where he held several leadership positions, most recently serving as deputy general manager of operations. During his tenure, he also served as interim CEO and earned numerous professional honors, including recognition from Crain's Cleveland Business and Mass Transit Magazine.

In a tribute to Dr. Caver, GCRTA CEO and General Manager India Birdsong Terry described him as "one of the most significant figures in GCRTA's long history," adding, "The honor to work alongside Dr. Caver was ours. He will be missed."

Cleveland Mayor Justin Bibb praised Dr. Caver's contributions to public transportation and civic leadership, noting that he helped transform GCRTA by modernizing its operations and implementing programs that improved the region's transit system. Mayor Bibb described him as "a respected leader" and "a champion for public transportation" whose loss will be felt throughout Northeast Ohio and across the country.

Dr. Caver's commitment to public service, leadership, and mentorship leaves a lasting legacy throughout Northeast Ohio and within the Levin College community.

The College extends its deepest condolences to Dr. Caver's family, friends, colleagues, and all who knew him.
