Meet Our Advisory Board

Mary Siwierka

Mary Siwierka - Board Chair has held various positions in local government for nearly 40 years. During her career of service, she was elected to Elyria City Council, served on the Civil Service Commission, and was the first woman to hold the position of Safety Service Director in Elyria's 200-year history – second highest position in the 14th largest city in Ohio. In addition to her public service, she also worked for the Cleveland Clinic where she served in multiple roles including supporting the Chief Experience Officer (a C-Suite cabinet level position) and the regional hospital system. Currently she serves the City of Avon Lake (workforce of nearly 200, with seven unions) as the Human Resources Director. She is a graduate of Tiffin University, holds a CPM credential from CSU and holds a Senior Certified Professional -with International Public Management Association for Human Resources. She and her husband of over 40 years are the proud parents of one adult son and enjoy traveling. She treasures the women who have mentored her and seeks to continuously mentor women – especially those who are involved in government.

 

Jeffrey Bowen

Jeffrey Bowen is a Certified Fund Raising Executive (CFRE), and a BoardSource Certified Governance Trainer (CGT), with a BA in Psychology from Kent State University, and a Master of Nonprofit Organizations (MNO) and an Appreciative Inquiry (AI) Certificate in Positive Business and Society Change from The Weatherhead School of Management at Case Western Reserve University. Jeffrey earned a Certificate in Fund Raising from The Fundraising School at the Lilly Family School of Philanthropy at Indiana University and was trained by Neighborhood Leadership Cleveland at Cleveland State University. In addition to many years in Sales & Marketing, Jeffrey's career as a nonprofit professional includes working as a Crisis Intervention Counselor, Youth Services Caseworker, After-School Program Fundraiser, as Director of Development & Public Affairs for the Lake Erie Girl Scout Council, and as the Executive Director of Greater Cleveland Habitat for Humanity. Jeffrey is College Lecturer in Organizational Leadership at the Maxine Goodman Levin School of Urban Affairs at Cleveland State University.

Shawn Crosby is a workers' compensation professional with over 30 years of experience, all at BWC. She was named Chief Operating Officer in February 2023, providing oversight of all claims, employer, medical operations statewide, including BWC’s customer contact center, performance consultative and the policy support department. Crosby has held numerous positions at BWC throughout her tenure, including chief of claims, claims director, project manager, injury management supervisor, trainer, and a variety of front-line positions. She has played a critical role on several agency-wide projects that have shaped BWC into the world-class organization it is today.

In 2017, the Ohio Certified Public Manager Society, awarded her Certified Public Manager of the Year for demonstrating commitment to public service in Ohio. In 2019, she received the Administrator’s Award of Merit as a member of the team that provided dedication and hard work in hosting the AASCIF conference in Ohio. In 2022, WorkCompCentral named her an Industry Leader with honors for her innovative approach to serving our customers.

As Chief Operating Officer, Crosby oversees six operational divisions which has over 900 staff across the state that provide compliance and consistency in injury, policy and medical management, performance consultative and customer service. The staff manages over 80,000 new claims and 136,000 subsequent applications, 260,000 contact center calls answered, 6,000 chat interactions, 8,400 email responses, 245,000 private and public employer policies and oversight for 1,100 self-insured employers and subsidiary companies each year. She also leads BWC's health-care reforms, coordinating with medical staff, BWC’s medical director, and senior management to create a cutting-edge health-care delivery system.

Crosby works on the day-to-day activities of BWC which includes working with all departments for support on projects. She ensures operations, both internally and externally, continue to move the agency forward.

She has bachelor's and master's degrees from Indiana Wesleyan University and earned a certified public manager and Prosci change management practitioner designations.

She is a lifelong Ohio resident, and lives with her husband in Cincinnati, Ohio.
 

Lamont Dodson

Lamont D. Dodson grew up in Cleveland, Ohio, and attended Cleveland Central Catholic, Cuyahoga Community College graduating from the Ohio Peace Officer Training Academy, and earned accreditation from Cleveland State University and National Certified Public Manager Consortium. Lamont has been employed with the Cleveland Metropolitan School District since 1997. He has served in many capacities walking the halls working as a security officer in schools, gang officer working collaboratively with the Cleveland Police Department gang task force serving as a liaison to mediate conflict resolution. Lamont rose through the ranks serving as a Sergeant, Lieutenant, Captain, and his current position as Deputy Chief.
 

Robert Fowler

Robert Fowler is a Graduate of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs with a B.A. in Public Safety Management and a Master of Public Administration. Upon graduation, Mr. Fowler served as the Village Administrator in Carrollton, Safety Service Director of Lorain, and City Administrator in Wooster and Norton. In 2022, he was appointed Assistant City Manager with the City of Mentor, Ohio. He is responsible for the Human Recourses Department, including negotiations of all public employment contracts, Grants, and special projects. He is currently a resident of Mentor and has one son Brayden.
 

Crystal Franklin

Crystal Franklin serves as the Director of CSforCLE. Born and raised in Cleveland, Ohio, Crystal has directed CSforCLE at Cleveland State University for over three years. She has a keen understanding for the students that attend schools in the Cleveland Metropolitan School District, and issues surrounding access to equitable education. As a result, she has developed a passion for working with students and families to break through barriers and factors that lead to marginalization. Crystal serves on the Ohio CS Policy Coalition, ECEP National Executive Board, volunteers as the Education Liaison for the American Heart Association STEM Goes Red for Girls, was recently named the 2021 Dean’s Diversity Award recipient and is engaged in countless other diversity, equity and inclusion activities.
 

Darryl Graves

Darryl Graves currently serves as the Reentry Administrator for the Ohio Department of Rehabilitation and Correction. Darryl is an experienced and passionate leader in the public, nonprofit and community-based sectors. Darryl has, over the past thirty plus years, served others in roles including public administrator, executive coach, non-profit president, board member, mentor, sports coach, and coalition leader. Darryl understands the importance of building bridges and possesses the commitment, focus and fortitude to help build them. He strives to accomplish his goals of lifting our community and fostering excellence and unity by practicing effective communication and relationship building.

Jennifer Kuzma

Jennifer Kuzma As the executive director of the Northeast Ohio First Suburbs Consortium, Jennifer has developed regional initiatives serving the council of governments of Cuyahoga County’s inner ring communities to improve services, increase productivity and redevelop housing and economic development within member-communities while nurturing a collaborative and inclusive organization with a focus on regionalism.
 

Gary Lehman

Gary Lehman serves as the Ohio Public Private Partnership (OP3) Administrator for Ohio Homeland Security (OHS). Gary Lehman began his career with the State of Ohio in 2013 and spent time with the Ohio Department of Developmental Disabilities (DODD) and the Ohio Emergency Management Agency (Ohio EMA). Prior to state service, Mr. Lehman served with the Ohio National Guard (OHNG) as the Supply and Services Officer for Joint Force Headquarters where he retired from Federal military service in 2006.Gary holds a Master of Arts degree in Human Services from Liberty University, a Bachelor of Science in Theology from Maranatha University, and an Associate of Science from Excelsior University. In addition, he is an Ohio Certified Public Manager (OCPM), a Certified Emergency Manager (CEM), and a Basic FEMA Instructor. He is currently completing his Master Exercise Practitioner (MEP) program through Emergency Management Institiute (EMI). Mr. Lehman also serves as the Ohio State Defense Forces (OH-SDF) Chief of Staff and as an auxiliary officer with the Ohio State Highway Patrol (OSHP). In addition, he teaches emergency management courses for the Ohio EMA and is a part of Franklin County Community Emergency Response Team (CERT) and Frankin County & Columbus Medical Reserve Corps (MRC).
 

Jim Lukas

Jim Lukas is a proud graduate of Cleveland State University (BA degree in 1990 and JD/MPA degrees in 1996). Since graduation, Jim has been employed in City Management for three communities, serving as the City Manager in Franklin, Ohio and Brunswick, Ohio, and, starting in 2013, as the Safety Service Director for the City of Sharonville, Ohio. Sharonville has been named a “Best Workplace” by Ohio Business Magazine since 2017; was awarded with a top-5 Healthiest Employer Award in Ohio in 2023; and was named one of the “Best Hometowns” by Ohio Magazine for 2023-24. Sharonville is also one of the few cities in Ohio which does not collect property taxes from their residents or business community. Jim currently lives in Sharonville with his wife Kathy and, despite efforts from those in Cincinnati, remains an avid Cleveland sports fan. In their free time, Jim and Kathy also enjoy musical theater productions, going to concerts, and hiking in Arizona and nearby parks.

Alida Moonen is Workplace education and wellness expert; creative eLearning design and development; experience in higher education, manufacturing, government and healthcare; effective communicator with people from all walks of life; content expert in learning, population health, wellness, behavior change. Experienced health, wellness, and learning program manager. Currently serves as the Director of Organizational and Employee Development at Cuyahoga County.

Eduardo Romero is currently the Commissioner of Risk Management from the Department of Finance for the City of Cleveland. He has served two stints as Chief of Human Resources for Mayors Campbell and Bibb. His purview also includes departmental labor relations, green energy or sustainability, insurance, workers’ comp employee health & safety, and business continuity and operational planning. He has been with the city since 2002 after spending 9 years with the State of Ohio Bureau of Workers’ Compensation.

Eduardo graduated from Baldwin-Wallace College (now University) and has done graduate work in Public Administration at the Levin College of Cleveland State University. He has also served as a management consultant from CSU to the State of New Jersey on municipal management issues. Eduardo is an immigrant and naturalized U.S. citizen who is bi-lingual in Spanish and English. He has been a very active community member, serving on over two dozen civic boards.
 

Alyssa Yaple

Alyssa Yaple serves as the Senior Director of Strategic Initiatives at the Ohio Department of Natural Resources (ODNR). She is known for her creative approach in designing new ways for Ohioans to explore the great outdoors, such as through Ohio’s Storybook Trails program. With a passion for public service, Alyssa began her career in state government at the Ohio House of Representatives as an intern and worked her way up to become the first female Director of the Speaker’s Office. She specializes in project management, strategic partnerships, employee development, and public policy. Alyssa graduated from the University of Akron with a B.A. in Political Science and a concentration in organizational communication. She lives in Dublin, OH with her husband, Tyler, and children, Wym and Andi. In her free time, Alyssa likes to hike with her family and despite her best efforts, she remains an amateur golfer.
