Substitute Teaching Policies and Procedures

Policies

Teacher Interns are required to obtain an Ohio 3-Year Pre-Service Teacher Permit if they are enrolled in a course that is part of an educator preparation program that leads to an Ohio teaching license AND will be in an Ohio P-12 classroom as part of the course. According to ORC section 3319.0812 (B) a school district or school may employ an individual with this permit as a substitute teacher with compensation. Each institution of higher education and collaborating school district may establish rules and guidelines for using college students as substitute teachers.

This is a great opportunity for LCPAE Education Interns to gain valuable experience in the classroom while earning a stipend!

EARLY FIELD INTERNS

All Early Field Experiences (i.e. Rotations & Steps/CI) do not require CSU permission. Interns are permitted to Substitute Teach as long as hours do not conflict with or count towards required coursework or field hours.

Early Field Interns should complete the CSU Early Field Substitute Teaching Application. This allows the Office of Field Services to be provide support to interns and transparency with partner districts. 

FINAL YEAR INTERNS

All Final Year Field Experiences (Internship I/II, Apprentice Teaching I/II, Practicum/Student Teaching) require CSU permission. Cleveland State University is responsible for verifying that teacher candidates satisfy all requirements to be eligible for licensure. This process allows Interns to count up to 5 days of substitute teaching (per semester) towards required field hours. All final year Interns must complete the following if they choose to substitute teach:

  1. The CSU Intern must request support from all stake holders (mentor teacher, supervisor, seminar leader, and building principal) involved in their final year experience.This approval ensures that the candidate is not struggling to meet field experience requirements and may be rescinded at any time. *Teach Earn Learn MUST Interns are not required to obtain approval

  2. The CSU Intern must complete the CSU Substitute Teaching Application. This documentation must be submitted by all final year interns each semester, even if they are already licensed substitute teachers. This allows for transparency between Cleveland State University and partner districts. 

  3. Office of Field Services Reviews Application and confirms eligibility

    • Intern must have one data point in the field (by Mentor or Supervisor, at least 2 weeks) before they are approved. Returning Substitutes (i.e., same district/school/mentor in Semester II) and TEL are not required to wait.

  4. CSU sends Confirmation Email to all stakeholders

  5. Intern is permitted to apply directly to District for open Substitute Teaching Position (*This step may not be required if Intern is already employed by District as a substitute Teacher or if Pre-Service Permit is adequate). Interns are responsible for completing this step on their own and will not be done through OFS. Intern must meet all district guidelines and onboarding requirements PRIOR to accepting a substitute teaching assignment. This may include application, submission of background checks, drug test, and/or Orientation

  6. Intern may be required to submit proof of assignments at any given time.

The entire substitute teaching application process may take several weeks. CSU recommends completing the process as soon as possible as interns are not permitted to substitute teach without full CSU approval and license through the district. Policies and procedures may be revised to reflect changes in The School of Education and Counseling.
